After spending a few months supporting Food for the Hunry (FH) Uganda’s Kitgum program earlier this year, my conviction about the importance of humanitarian work was strengthened. As an aid worker it is not unusual to doubt the impact of efforts of programs and projects in under-served communities. Uganda has some of the world’s youngest population with a median age of 15.5. It’s therefore very important that this population has access to education and healthcare. Most people in Northern Uganda have struggled to shake off the effects of a war that destroyed lives and left healthcare and education systems in disarray.  But as I watched people stream in and out of the New Life Medical Center (NLMC), a healthcare facility run by FH in partnership with Blood Water Mission (BWM), my hope was restored. I saw children receive a new lease on life. I saw burdens lifted off mothers when nurses told them their children were no longer HIV positive due to pre-natal and antenatal care. All this gave me hope.
우간다 키트굼 지역에서 국제기아대책(FH)과 함께 몇달을 지내며, 인도주의 활동의 중요성에 대한 저의 신념은 더욱 더 확고해졌습니다.  국제 구호원으로서 일하며 도움의 손길이 충분히 닿지 못한 지역사회에서 실시되는 프로그램과 프로젝트의 결과에 대해 확신이 없는 것은 종종 있는 일입니다.  우간다는 세계에서 가장 어린 인구를 가진 나라 중 하나 입니다 – 인구 나이 중앙치가 15.5세 입니다.  그래서 이 나라는 교육과 보건이 매우 중요합니다.  북우간다의 많은 사람들은 그들의 삶을 파괴하고 보건과 교육을 망가뜨린 전쟁의 아픔에서 한동안 벗어나지 못한 적도 있었습니다.  하지만 New Life Medical Center(NLMC) – Blood Water Mission(BWM)과 함께 국제기아대책(FH)에서 운영하는 보건 기구 – 를 통해간 사람들을 보며 저의 희망의 불씨는 다시 되살아 났습니다.  저는 아이들이 새 생명을 받아가는 것을 보았고, 태아기와 출산전에 받은 치료로 신생아들이 HIV 음성으로 판정 받았다는 간호사의 말에 한시름 놓던 엄마들도 보았습니다.  이 모든 것들이 저에게 희망을 주었습니다.

Laboratory at the NLMCHowever, the reality is, sometimes the returns of aid work are huge and other times, they are marginal. In some instances so much effort, time and money is poured into communities but the rattle of gunfire swats it all away. A good example is South Sudan. In Malakal, Upper Nile State, FH led efforts to ensure all children had a chance to get an education. The team traveled to some of the most remote and difficult environments in the country to see to it that boys and more girls had a chance to attend school.
하지만, 현실은 구호 활동이 항상 엄청난 결과를 가져다 주지는 않습니다.  어떤 경우에는 많은 노력과 시간과 재정을 쏟아 부었지만 총성이 모든 것을 다 앗아가 버리기도 합니다.  남수단이 그런 경우였습니다.  나일 주 위쪽에 있는 말라칼에 있는 아이들이 교육을 받을 수 있도록 국제기아대책(FH)은 많은 노력을 쏟아 부었습니다.  팀은 더 많은 아이들에게 학교를 다닐 수 있는 기회를 주기 위해 가장 외지고 험한 환경의 곳들까지 직접 찾아가기도 했습니다.

Then a little political wrangling and tribal talk and the world’s youngest country sank back into the complexities of war it was trying to extricate itself from. In a year, two million people had lost their homes and livelihoods. To put that into perspective, that is about 9 percent of the country’s population displaced. As peace talks failed repeatedly, that number grew and more children became malnourished, more lost their parents, and many of them stared blankly into a hazy future.
그러던 중 작은 정치적인 논쟁과 부족끼리의 다툼이 생겼고, 그것들은 결국 세계에서 가장 신생국가인 이 나라를 그렇게도 끝내고 싶어 했던 그 복잡한 전쟁으로 다시 쓰러뜨렸습니다.  1년 안에 2천만명의 사람들이 집을 잃어 버리고 생계를 이어갈 수 없게 되었습니다.  이해하기 쉽게 설명하자면, 이 나라 전체의 약 9%가 삶의 터전을 잃어버린 것 입니다.  평화 회담이 계속 실패로 돌아가면서, 더 많은 사람들이 고통 받게 되었고, 더 많은 아이들이 영양실조에 걸렸으며, 대부분의 아이들은 고아가 되었고, 이들은 불투명한 미래를 그저 우두커니 바라보고만 있었습니다.


Recently, fighting erupted again in Malakal, a town that rests on the shores of the majestic River Nile, throwing a shadow on any hopes of peace. The war in South Sudan is so disturbing because the country has barely rebuilt since coming out of Africa’s longest running civil war, gaining independence and seemingly taking the right path to development. It is also a sad state of affairs as the country has immense potential. South Sudan has vast reserves of oil and mineral deposits. If managed well, the country has everything it needs to set itself onto a steep growth trajectory.
최근 장엄한 나일 강 해안에 위치한 말라칼에서 싸움이 다시 발발하며, 평화에 대한 그 어떠한 희망도 다 사라졌습니다.  남수단 전쟁은 독립을 위해 오랫동안 지속되던 아프리카의 내전이 끝나고, 재건을 위해 노력한지 얼마 있지 않아 전쟁이 시작 되어 굉장히 충격적이었습니다. 또한 이 나라는 어마어마한 가능성을 가지고 있었기에 너무 슬픈 일이었습니다.  남수단은 방대한 양의 기름과 광물이 묻혀 있는 나라입니다.  만약 이 것이 잘 관리만 된다면, 이 나라는 발전할 수 있는 모든 것이 다 갖춰져 있는 것입니다.

However, a lot of gains have been made in development.  The crises in countries like South Sudan, Yemen, Central African Republic can often cloud the progress we have made as aid organizations. Most agencies work within the framework of the Millennium Development Goals (MDGs). The goals were set in 1990 with various targets for different categories. Inasmuch as 1.2 billion people are still living in extreme poverty, or on $1.25 per day, that number has halved in the 20 years since 1990, a feat achieved 5 years before the set deadline. With such results and the work of organizations like Food For the Hungry, I am confident that we will achieve much more in an even shorter period of time.
하지만 다행히 많은 개발도 이루어 지고 있습니다.  남수단, 예맨, 중앙아프리카 등에서 일어나고 있는 위기들은 종종 구호단체들이 진척시킨 상황들을 흐려놓기도 합니다.  대부분의 단체들은 Millennium Development Goals(MDGs)의 체계 안에서 일합니다.  이 목표들은 1990년에 다양한 분야의 다양한 목표들을 위해 설립되었습니다.  여전히 약 12억명이 극심한 빈곤 속에 (혹은 하루 당 약 1250원으로) 살아가고 있는 점을 고려한다면 - 이 것은 1990년도에 비교해 20년동안 반으로 줄은 수치입니다 - 정해진 시한보다 5년이나 먼저 위업이 성취된 것 입니다.  이런 결과와 국제기아대책 (FH)과 같은 단체들의 구호활동들을 비추어 볼 때, 저는 더 짧은 시간 안에 더 많은 것들을 우리는 이루어 낼 수 있을거라 자신합니다.
